In 2019, all provinces and territories must have a carbon pricing system in place. Some provinces have developed their own system, while others voluntarily adopted the federal policy, and still others had a federal policy imposed. This presentation will review the rationale for emissions pricing, describe the current policies in place across Canada, and the scope for emission reductions from pricing relative to other policies. It will assess the provincial GHG emissions coverage (quantity of emissions priced) that different pricing policies offer, focusing on the implications of the federally mandated minimum price. Complementary policies to mitigate costs to households and businesses will also be discussed.
